How much can you expect to make as a technical recruiter?

You get Base Salary plus commission, around 10-15% of the commission your firm get, which is around 50% to 80% of the salary. You may inspire / expect around 20K to 30k during First year, 25K to 35K during Second year and around 40K during fifth year.
Working for yourself, is always more remunerative. However, you are required to take care of various tedious expects yourself. Go ahead, if you have required degree of ENTREPRENEURSHIP, and you are capable to create network of support you shall be needing.

I have heard from a 'general' recruiter from a temporary agency that it can be hectic with quotas to meet for getting the applicants' jobs, just fyi :)

Tough to answer. If you work for a firm, then expect to be paid a small commission for each placement. Typically 10% of the 25-35% they collect from the client. So on a $60k placement, you may make around $1500. Many times, less. There are quotas and numbers that have to be met at all levels. You can make a decent living but will have to work long and hard.
