I am applying for a technical job online and it is asking for me to upload my "resume/CV." Should I submit just my resume, just a CV, or both? I know CVs are common outside of the US and resumes are common within - the job is in the US.

Curriculum Vitae (CV) is used interchangeably often, and is just French for Resume'. Actually though, a CV has a teaching record of classes you taught (curriculae), papers written, and positions e.g. assistant professor, professor, Chair of this or that department, etc . A Resume is simpler and shorter and preferred in the business world. So, they are saying whichever one you have, submit it. (but don't believe them). Unless you are applying to a university for a faculty position, submit a Resume.
